All it takes is two people to realize it is OP and then it spreads like wildfire.
That someone has skill and kills you with a weapon does not make the weapon unbalanced. It seems that every time someone with some skill gets the feel of a weapon then is nerfed, Cylo FS, Cylo AS secondary, LS , R9, M50, Viper. But the truly unbalanced ones are not being checked: longhorn (superspam) with 1s1k secondary, defibs punch mega damage and stunt, bulldog (omg) , bort inferno flare, acid spam, Grenade team kill. Most of the weapons being nerfed are not being used by many, but some few with skill. Nonetheless 4 out of 6 players with a bulldog does not call the attention of OP weapon being used...

In my opinion R9 was just fine. R9 was not OP, without aiming and crouching you couldn't hit anything. If you do both, then you got a great weapon, unfortunately you are a sitting duck. Redwood 9000 is/was better.

Balancing is difficult though. The OP suggests to flat out double the damage of the R9. That's extremely careless suggestion (no offense). Smaller steps should be taken.

You also have to consider that players are using these weapons because they are the best weapons, and not because they are 'skilled'. I personally wont waste my time with something poor like the A500 or CX61, I play with the weapons I feel are the strongest. I'd wager that some other people feel the same way.

I'd agree with a damage increase on the R9 but flat out doubling it is a definite nope.
