It seems the server is not doing well at all as of right now. If there are no other admins other than Alex (When was he even last present?), then the server is going to suffer greatly from the lack of support and general lack of administration. Anyway, on with the suggested plugins.

My current recommendation as of right now is this one:

Basically, you can mine a mob spawner with a silk touch pickaxe and then place it wherever you want. I know this breaks the whole vanilla theme of the server, but isn't it worth a try to at least try to boost the player count?

Another suggestion I have to is introduce an economy. General trading that happens on LDG (rarely) happens like this: a player wants to trade something with one other player. This player can only offer to the merchant what they want, and if they need something in large quantities, then they are going to have to carry something a long way just to trade back and forth with items. A better way to do this is to create an economy system which replaces this trading issue with credits. These credits can be earned by voting for the server, which can then increase the popularity of the server over time, assuming other players vote for the server regularly. Also, the server needs an update to the latest version of Minecraft.

Well, there are - but currently only Alex is able to make server changes. The last time (about two weeks ago) he upgraded the server version.
Sounds nice.
Iconomy is outdated and not further developed any longer. BOSEconomy could be a suitable replacement.
I don't know if votifier does work with BOSEconomy.
