I had a dream this night about me playing BW with a regular pistol in one hand and a water handgun in another :)) The water handgun didn't deal any damage by itself but it was capable of jamming enemy weapons with a couple of shots and increased damage dealt by electricity.
So, here's an idea of a new weapon if you need one.
I think it might also obscure the target's view with some kind of a moving transparent water texture and maybe work as a weak fire extinguisher.

Weapon jamming isn't much fun to make work, especially on rapid fire weapons, due to latency.

Something that does 0 dmg, targetted stream, and can stop someone from firing would be interesting.
It would be similar to how HMC stopped you from retaliating, but you don't die to it.

For a few seconds, and you will need at least 3 shots to do it. Something like that.Weapon jamming isn't much fun to make work

I just love the idea of flooding people with water in a deathmatch with regular weapons :) Also, IIRC you mentioned a problem with sidearms not being used - and this is an example of a weak support weapon which can only be used in combination with something else.

MD24's, A42's, D49's in some gametypes (freon, jailbreak, conflict), and MR-DR88's especially are all quite dangerous akimbo.

I have no had any success using dual wield with any sidearm, however.
