In my experience, I can only reselect weapons in the load out menu once per round (or once every life)???

When frozen you can choose other weapons in loadout and use them after you have been thawed.
Sometimes i can change weapons once per life....even after using them

Nope, you can reselect whenever you want. there's just a timer. try it, stay alive as long as possible in a round
