check that you added utcompr01 and nitro vehicles to mutator list
That I didn't do, and now it works properly (for what is supposed to work
). I've read the "how to play offline" topic and it seems atlas/trial scorps/dflys aren't supported offline, you're right...

With trials it's possible to replace them with usual scorpions, just cheating or in UED. No problem that they don't jump, trial scorpions don't have this ability on LDG server so there's no problem playing blazing

Yes but Doge for example would like to play Dragonfly Race solo and it's currently impossible.

onslaughtfull.onsbomber is Phoenix (Dragonfly) bomber plane, similar to that one you want but not the same, it is avaliable without any files

B: No can do obj with ONSbomber.
oh and btw. U can check log is the RAiS mutator is working.
UT2004.log -> "Log: Game class is 'LDGRace'" If not, its most likely missing some packages.
