Changes:
- When server crashes after the voting has occured, it will switch to the map that was voted on restart
- You cannot vote for first 4 minutes on AS / RACE server, and 3 minutes on BW servers

I find myself voting 2 hours long without a chance against these race voters. Also 'new' people to the server seem to vote RACE a lot while regulars try to vote something else. Could the vote weight for AS be highered? 0.6 is so low...

AS has 0.6 vote weight when:
- out of last 4 matches, 2 were AS (but then it doesn't take 2 hours)
- or you're choosing wrong map (it's either considere crap or overplayed in general or not suitable for the playercount)
