Post your ucc.log from when you try to start your server. Remember to remove the password from the log.

Well, after many, many attempts to get Ballistics V25 to work, it finally worked for me today!!!

I tried so many different things but what works on my server, for some strange reason, is I cannot put in the 5 server packages listed in the mutator in my UT2004.ini. It says it wouldn't run without that but when I removed those 5 lines, it works perfectly.

Is this how you have it on your server or did you have to add the 5 server packages lines to your .ini?

We do indeed have the BW-related lines in our ini. For pure Ballistic V25 these are:

ServerPackages=BCoreV25
ServerPackages=BallisticV25
