- Hybrid Bender charging bar fixed in flying mode

I found a new bug, it's called nv8, the only way to fix it is to go back to nv7

Bugs:
- fixed impact damage bug
- fixed deceleration bug
- fixed a bug causing the vehicles to get stuck on ramps
- fixed a bug causing hybrid bender to desync
- fixed quantum scropion projectile

Changes:
- Derby Scorpions: Spawns with nitro precharged, shield count reduced to 3, shield lasts 15 seconds
- Teamwork Benders: "Solobendering" (driving alone) will cause to charge nitro only on 60% rate
- Teamwork Benders: Driver no longer is getting only 50% damage from sky mines if he isn't driving alone (as shield now protects driver fully)

New:
- Cicada and Raptor gets boost function, working on same principle as in normal vehicles
