Anything that's not present in BallisticPro is absent for one of the following reasons:
1) Lack of new artwork. This category includes the M30A1/2.
2) Role overlap. This category includes the EVPC which was replaced by the HVPC because it's a less powerful version of the same concept and the EVPC was autowin; the X5W, A73-E and its ilk because as applied to a balanced game, they're empowered duplicates of other weapons; and the T9CN, R98 and other weapons in that vein, because they don't have an altfire or special function at all.
3) An unspecified critical flaw. In the MJ51's case there are two such flaws. The first is that the iron sights are unusable - compare the SRS-600's usage statistics before it gained a holographic. The second is that the altfire concept is almost pointless - you're required to disable the weapon to load an alt grenade, which actually takes longer and is less convenient than simply switching to the grenade and throwing it. I should also add that the weapon is an M4 Carbine, one of the most ubiquitous and bland weapons ever created, and the M50 was clearly intended to cover for the presence of an AR-15 type weapon in BW, but even without considering my distaste for the M4, there are clear reasons the weapon isn't present in the game.
