try taking your user.ini and ut2004.ini out of the system folder that way ut can start up using default settings.
Don't delete them keep them just in case. Just move them out of the folder..
if it works then your set. Just means your going to want to copy over your keybinds and such from the old user.ini

It might be because you have put all the UT2004 files/folders into a "C:\Users\ulf\Desktop\Epic\Unreal Anthology\UT2004 - Copy" folder.
That's the desktop itself - a special system folder that is just meant to hold shortcuts really.
You can't put it in any "c:\Program Files" folder either, because UT2004 needs write access to those .ini files. That was allowed for those folders in Windows XP but not with later versions.
So create a "c:\games\UT2004" folder instead, put all the UT2004 files/folders into that, and then right click the "C:\games\UT2004\System\UT2004.exe" file and select the "Pin to Start" menu option.
Then go to the Start Screen and try clicking the new UT2004 icon.
