Ut2004 installed @ "program files"? I guess no write access? run UT2004 as administrator

You can change the .exe Properties to specify "Run as administrator", but it would be more
secure to just install UT2004 into a different folder that you do have write permissions for. You could create one in your User folder somewhere.

By the way, there's another workaround to try if you want to test it a bit:

It's a dx8 to dx9 wrapper, unzip it to \system (keeping the ReduceMouseLag=True)
