LS-14 is not used.

Let me put that another way:

LS-14 decays from 130% of baseline damage to 80% of baseline damage over 10 shots.

Less random?

Maplists

Small maps are weighted against if the server has higher playercount.

Actually to me it seemed he meant that the balance of the weapons on long term scale is walking in a circle instead of coverging to "ideal" state by that. Can't tell for myself as I haven't sorted the changes that have been done to each weapon during the past year since BW server is mainstream.

So you buff weapons just to make them cool and hip, rather than to balance omg

ps I thought ls-14 is incredibly good already, its my sniper of choice actually, its amazing in double barrel mode
