Well ... that would make me interested to pay 19E / month for a while, to make sure there is proper banning
and abuse system

I assume, some of the LDG admins would even pay 19€/month to actually apply those bans. Not for the rights of being admin, but because of the principles to ban people.

There would be nobody to ban. If it takes off then there will be lots of other servers to go to

I'm still confused why they are trying to make the distinction that its free and not F2P when there is still the fact that there's an actual in game store planned out for it. Yes, I get F2P generally means Pay to Win, but that is nothing more than generalizing, there are plenty of F2P systems where the micro-transactions are nothing more than just cosmetic changes or other trivial things that don't include giving you an edge.
What's stopping the mod store from just being "premium" mode where players can't play anything but a watered down UT unless they buy the good stuff that actually has servers running it?
Just kinda seems odd that they want to make it really clear its not F2P when an in game store is announced at the same time.

That would depend on the servers. Although I was rather thinking that the "mod store" isn't for players, but for developers to buy stuff and then be able to distribute it with their UE4 game.
