When rules changing, no penalty for character rebuild

When game rules (stats, cost) are changing, players should be allowed to rebuild their characters without penalty (without loosing points or levels). Not even mentioning lost abilities.

Yea. This is simply outrageous, when admins bill me again for perks that i've already bought before.

If the price of an ability changes, your spent / available points change to reflect it. If you bought an ability which is perceived to be worth more than it was when you bought it, what's the issue?

Issue is that when i go to shop today and buy an item worth $10, nobody tomorrow will tell me that i owe extra $5, because of new price for that kind of items.
If price changes, available points should stay the same. As does money in my pocket. But, I think, spent points can change. Its like an 'revaluation of assets'.
If i decide to rebuild an character, i am sure, that it equals to 'selling off' all perks by current prices. With deduction of interest.
All of this is IMO of course.

When changes are made, you actually do not need to rebuild, you will just have negative points and therefore can't accumulate any more until it evens out.
A better example by the way is buying shares, not items. The prices fluctuate based on current events (in this case, it is balance)

Explain, plz, what exactly do you mean?
I had to clarify. My comment wasn't about 'necessity to rebuild' part.
I have objections to very chance of getting negative points because of changes of prices for perks in my possession.
This should not happen. They should stay same, irrelevant of changes in prices.
Shares behave just like items.
When i bought some of them, price for those assets can fluctuate. I agree with that.
But free money in pocket (i.e. available points) should stay constant.

Abilities are adjusted if they are underused/overused, for balance reasons.
The available points remaining the same isn't possible, you have a fixed budget of points per level. If you spent 100 points on 2 skills and then they were changed to cost only 10 each, would you be happy if your available points stayed the same? It works both ways.

Of course, prices for abilities should be adjusted. NP with that.
And i do understand, im not in control of server, so all i can do - is to express my opinion.
About fixed budget of points per level. I would like to see it working like a bank.
When you earn each new level, you get paid with skill points at a current budget, set by admin.
That income is added to my available points. Amount of those points and my inventory of perks is stored with my player profile at server.
Its not necessary to enforce equation 'lvl * points_per_level = available_points + price_of_perks_in_possession'
So, yes, i can possess different amount of points, than calculated on left side of equation.
Enforcement of this equation is actually just a matter of decision of admin (or mod developer). Its not neccessary for logical consistency of mod.
And im sure, that in other games, like MMORPGs it works the same way.
Consequences, like losing or earning points, not from earning new levels, are possible here. But, i think, i will handle it. Its just like playing on stock market. Can be an additional source of fun
