Lately i have Packetloss spikes too every 4 mins...Weird, because I never had any. It's kinda annoying.

Other things are :
* It seems worse between 5pm and 9pm GMT. -- I noticed this too.
* Ping is very high at the start of a match (not a round) and slowly falls to normal level. -- Exactly same the issue I have.

The ping being very high at the start of the match is most likely imagined. UT2004 starts measuring ping prematurately, when you are still loading.
