Make server start on demand

Because Izumo complains that minecraft server stays unpopulated and eats up resources, i suggest to make a special webpage and a script. With help of them, one can start MC server to play at it. If server stays unpopulated for too long (say, 3 hrs), it can be brought down automatically.
This special webpage (or link) may be accessible only to limited number of persons. I suggest list there admins, all MC players and those who will explicitly ask.
Im sure that Izumo himself easily is able to make such a tiny script. And this is an exactly kind of job he have to stick to (instead of trying to draw HUDs
).
