teamkilling on purpose

Today me and Canis witnessed a forced telefrag and we want to know if it is against the rules? I will not name who did it until I get the feedback of weather it is against the rules or not

as in they killed someone while camping a teleporter then saw they were directly in the middle of the teleporter while frozen, go through and come back to insta-kill for the round via telefrag.

Camping teleport is against the rules, telefragging is not.
