Why you dont copy the whole MC-Server itself ?

There are two main problems:
1. The terrain generator in the new server version is completely different. That means for the same seed, the map will look totally different when using the old and the new generator. There is no way the old map can be enlarged or repaired anymore by the new server version.
2. The way minecraft saves special structures (strongholds, fortresses, villages...) is different now. That means, that all those special structures will stop to work when using the old map.
You also have to remember that the old map is about two years old and lacks many of the new resources which have been added to minecraft since then.
