A new rule on Youtube

Hey there o/
I heard 1h ago about a new rule on Youtube for the Copyright. I don't know if it changes something for the English Youtube but for the French Youtube, many "Youtubers" are "in the shit" (french expression, sorry don't know how to write it
). Many of them made vids as a job, they earn money with it and can live with it (maybe with an other job to help). Many Youtubers made fanvid of a game/song or something else.
This rule mean that your video or channel can be delete or you won't be payed anymore because you put few sec' of a song, made a "Let's play" etc.
About the money, I agree with it (in my opinion it's normal if we're not pay for things we use in our vids) but not about the channel/vids' delete.
Maybe you heard about A.C.T.A. few months/one year ago. The new rule of Youtube is similar to A.C.T.A. and it'll be apply to Youtube only.
If this rule stay: goodbye farewell fragmovie on UT/new talent discover by their cover (as example: 331Erock channel made some metal cover of famous song from TV/movies/games) etc..
So my questions are:
1) Do this rule'll be apply to English youtube too ?
2) What do you think about this rule ?
