Looks like it's neither. Setting the PlayerController's Rotation directly has a visible effect every 4 steps, so there are 16334 possible rotations for each component of aim. I assume the rotator is sent fully, but the view is calculated as Ceil(x/4).

What happens when you play offline? Do you have these problems too? It could be that your graphic card fails to display some effects... Also does this happen on all maps? And finally, do you have this problem with other games?

This Video was recorded offline. I have this problem online and offline, on all maps and in other shooters, too.

So if this isnt a problem with my mouse, is it my graphic card? I use a GTX 560 btw (pretty outdated, I know).

It could also be your monitor's response time, but that you should already feel through delay of the mouse cursor moving on the screen.

Nah, its nothing like that. My problem is the kind of non-smooth / skipping movement of the crosshair when moving my mouse around. The last few seconds of the video where I set the sensitivity to 25 pretty much shows what I mean.

I still feel like its a mouse related issue. Like when you move your cursor very slowly over the desktop its the same. A very small movement of your mouse will result in a 1px movement of the cursor. The 1px movement on the Desktop is the "one crosshair movement" in the game. Dont know how to describe it.

I use the MX518 which can be set to 400, 800 or 1600 dpi but it doesnt matter which one I use, the issue stays the same.

Ok so I tried a few things.

1. Tried a different mouse, issue is the exact same.
2. While trying to record another video I noticed that the stutterting (or whatever you may call it) changes in relation to the framerate. For example when the FPS overlay from Fraps shows a 450 Framerate (which isnt technically possible but w/e) the "gaps" are larger / the rotation positions become less per axis than when I have a low framerate, such as actual recording with 30 fps.

Can someone make a video similar to mine, using 0.25, 2.75 and 25.0 sensitivity and moving the mouse very slowly?

nah, but I appreciate your effort. I ordered a new mouse now with a lot more dpi since the one Im using is from 2005 and looks pretty run-down too. We will see how it turns out :)
