When you reload an empty magazine you have to additionally perform a long cocking animation.
If you forget about it and switch to the next weapon right after reloading, the next time you will be using FSSG it will cock instead of shooting primary (which is very frustrating because unlike other weapons, FSSG's cocking actually takes time) or do nothing instead of shooting secondary.
Still broken, by the way (secondary fire).

Attempted on both instant action and LDG#1, cannot replicate.
After:
>Emptying magazine
>Reloading until ammo count updates
>switching away
>switching back
I cannot do anything to prevent the FSSG-50 from playing the bolt cock/round chamber animation. Are you doing something different?

Will the weapon respond by cocking if you use the primary fire or it is completely jammed?

It will. Only secondary is jammed.
