For UT, I've always used CacheSizeMegs=64, but I think I've read that setting is historical and ignored anyway.
I assume this problem is not something obvious like low disk space on the WIndows system drive, or the UT drive (if different)? The default for Windows virtual memory is to expand the pagefile as necessary. So I would really expect a Windows "Low Disk Space" warning message first, not an application error, but it could be that.

Lowering details settings does not seem to alleviate the issue. I also tried wiping my UT2004 ini and it seemed to have no effect.
Short of a new windows install, I'm at a loss.

Still doing it, even with complete UT2004 redownload
Is the steam version patched to latest?

Tried using UT2004.exe -safe to start ut2004 in save mode? (backup user/ut2004.ini)
Ive changed from OS to OS w/out reinstalling UT2004 again. So if a reinstall isn't working its probable a windows issue.
Got a pix of the message?
try install Process Explorer v16.04 (windows tool) and tell me if the physical memory is maxed out

The most common error is CreateTexture failed(8007000E)

The fact that the 64-bit exe doesn't work either indicates something is not right - what's the error(s) when you run that one?

I've no idea about settings up OpenGL. I'll have to google it. I redownloaded UT completely but the issue persisted. This was with some remnants left over from the previous installation such as cache and user/system ini's. I'll just delete the UT2004 folder outright and clean the registry, and start fresh. Didn't try that yet so worth a shot.
It definitely is a memory leak as if I have the task manager open on another monitor, the usage will go up by a few mb every minute, or every few secs on some maps, until it hits breaking point (which seems to be about 1.25-1.3gb). FPS will tank from 90 constant to 10-20 for a minute then it'll CTD. The problem is exacerbated by large, detailed BW maps. I cannot survive more than 3 rounds on a map such as highlander or oldhaven.
I'll find the issue. Just gotta narrow down the pool.

When I was getting the same error on Invasion (ran out of virtual memory), it never actually used more than 1.5 gigs of RAM, according to win 7 task manager.

same here for invasion. I constantly and consistently crash with similar error.
