You cannot vote right after match start

Is it possible to remove this useless and annoying feature from the server? Please?
Considering how rarely people revote maps during the game, it does way more harm after server crashes and randomly voted maps, than it could possibly help by preventing troll voting. Might actaully be one of the reasons why nobody ever tries new stuff - if you vote shit you have to play it.
