Last time I played with butter textures was in 2004 on my old Duron 1GHz

Since all texture sets not set to LODSET_WORLD are being rendered at their highest quality, the chances are he's just using low World quality for advantage, to make characters show up better.
Epic should really have used a single setting for texture detail to prevent this.

Well Azarael, there is a less conspiratorial reason behind the low quality textures, when I bought a 24" monitor that replaced my 22" one I had to change the ini file to support 1920x1080 resolution and my videocard cried tears (fps wise). So I set the texture details to lowest as of course game play > graphics.

I meant you have things enabled that aren't really that noticable but are sucking up all your performance, but low texture detail is always the first thing you see.

Implying it matters if you use NEON skins.
