Since all texture sets not set to LODSET_WORLD are being rendered at their highest quality, the chances are he's just using low World quality for advantage, to make characters show up better.

Epic should really have used a single setting for texture detail to prevent this.

Implying it matters if you use NEON skins.

It doesn't matter with neons on, but it does on servers without neons, in which you're forced to make your game look like shit in order to level the playing field.
