Also it's an exam period for a lot of people (at least in France) which can explain a temporary drop in the number of players.

This is only my opinion but it is easy to understand:
When there was alot of players, usually 2-3 people start off the server because they enjoy themselves because the bots had a massive spreadfire inaccuracy which ment the bots were easy to kill (and an easy warmup). When azarael patched the bots accuracy, the bots were really hard to kill (jumping headshots with a M75 Railgun). Usually these 2-3 people will stay due to the population of bots being easy, with the incredible accuracy of 80% headshots, the bots are just to hard to compete with. I suggest the bots going down to a lower skill (such as Skilled or average) so that new players will stick about.
