Effects menu-LEader command

Hey i know once that Constructor server had efrfects mutator on it and there is this other server that has it too, he was gonna give me leader effects but he doesnt remember the command, does anyone no it plse,or if anyone can let me know where to download the file that would be great to :D:D:D
