Then your DPS calculations were off.

If something does 2 shots per second at 50, and another something does 5 shots per second at 20, the first is vastly superior.

The 2nd is more spammable and thus your miss rate is likely to be lower.

And the effect of recoil is more predictable. The new CX61 with the red dot and the 20 damage setup is pretty strong.

that makes no sense

It's easier to hit two shots than five shots with a longer recoil period.

There is a random element to recoil, and with a slower firing weapon you get massive displacements. It's easier to control gradual displacement than it is to control erratic displacement.
