As applied to this server, G28s are unbalanced. Because the K:D ratios on this server range from 0.25:1 to 5.6:1, a flat heal of 120 HP benefits better players far more than average players, because they deal more damage per unit of HP they have. You can already see from this thread that the better players are chiming in to lament the loss. If G28s are always available, nobody with a 2:1 ratio or higher has any motivation to use a different type of grenade. This leads to me having absolutely no feedback whatsoever from good players on the balance of other grenades.
The usage of G28s also has a serious inflationary effect on the skill of better players who use them - as I can see, some of you are already finding this out!
This change might be temporary or it might not. There are disadvantages to both implementations, not least that claiming a higher level streak than Streak 1 will remove your access to G28s again.

Actually this was indirectly elaborated in skill system topic that is somewhere around here. Pretty much it ended up somewhere in the middle between mine and Aza's viewpoint, to remind, these were (in a nutshell):
My viewpoint was:
Skill system should reflect both minor and major goals of the gametype and reflect their significance.
Aza's viewpoint:
Freon is a "farm gametype" (meant like NHL farm, simply lesser league etc.) of TAM. However the skill system should primarilly reward for the goals of TAM.
Back to the proxy healing: Thawing and proxy healing do indeed allow to have much wider span in the skill of the players and adds the necessary tolerance for newcomers to BW (and likely TAM / Freon as well). It is indeed desirable feature and one of the reasons why BW ended up to be Freon and not TAM. This should not be forgotten. Thus situation is similar here as with the skill system: open the game to lesser skilled players but then allow skilled players to make use of it as well.
Additionally, proxy healing is good against campers.

Proximity healing (and Thawing) is the best and Necessary for Freon! That is why I prefer Freon to Team-Deathmatch! Also allows teamwork to be compensated against the individualistic players... I would not like to be waiting frozen more than half the time I play. And I would not expose myself thawing if there was a chance for me to recuperate the health lost. Just think that every confrontation may come into someone at least hitting you once, and then next player you confront you are dead! (Regardless of skill) Technique is to avoid confrontation, camp and go kill injured players! I prefer then to be killed fast and be re-spawned immediately as in deathmatch.

My original idea for the G28's were to give someone the option to heal others, bringing in the first of several medic-style weapons. Lack of foresight left the G28 as more of a personal med pack than anything else, due to the fact that its really impractical trying to heal someone else with it.
Ultimately it left you with pretty much an extra life, which I think is a pretty good use for KS1.
If you want better self healing, slap on the volt mitts and punch a buddy so you can get more proxy healing.

Except that the volt mitts is not in the grenade slot since its not a grenade.
