Mass Freon

So as we know, Freon is the most popular gametype on #3, some stats:
Number of games for gametype (keep in mind that gametypes weren't added at the same type):

Team Death Match: 764 Standard + 172 Loadout
Jailbreak: 411
Capture The Flag: 49
Freon: 3863
Since Freon was not designed to be played with lots of players, so if we want to open more slots (currently 20; and still you're waiting for slot in peak hours). Usually games with high player count always end up in overtime which is I think is something we should reduce. The reason for that is simple - catching all players takes more time, so somebody shall thaw on his own and start thawing nearby teammates (because the last one will try to hide).
Things towards "Mass Freon" already have been implemented:
- thaw protection for 5 seconds or until you shoot whichever is sooner
- anticamp gives damage if you camp in water, regardless of your movement in there
- killing someone gives you ammo to the weapon you killed with
- in OT, thaw rate is reduced by 60 - 70% (both active and passive)
- in OT, you cannot thaw other players for 10 seconds after you have been thawn (flake icon)
Things that could be done:
- in OT, you'll receive additional damage if you don't hit someone in last x seconds (you will be able to see this on HUD)
- your location is revealed if you don't do particular damage in last minute
- if you suicide in OT, you get killed instead of froze
- the "healing grenade" will not work in OT / be disabled completely
