The Messier object M4 rises above the horizon in Irkutsk, Russia (assuming the timer shows Universal Time / GMT)

Yes, it's in GMT, no, it's not that.

If you mean the end of the world then the timer is off by more than 11 hours. The Mayans didn't know anything about GMT - their calendar was based on astronomic events. There is a special one occurring that day, but not at 0:00 GMT
