What if R9 laser dealt less damage over range? It would be more scientifically accurate (laser beam disperses in atmosphere) and people would have a good reason to use other ammo. I. e. close range - laser, far - regular or some other ammo.

Balance reasons. Laser-based weaponry in BW is already close-range optimised - it's not only more difficult to hit a target at long range, but it's also easier to disengage. This means that at long range, the R9's laser mode will very often hit for 30 rather than the insane values attained with greater heat.
Assuming the R9 will need to be reanimated (which is likely if a laser magazine is supplied, unless you're planning to use bone scaling to hide the magazine not in use), a suppressor attachment would serve to promote the use of regular shots.

But it makes sense. R9 doesn't seem like something designed specifically to shoot laser, so it's quite logical that it has to be weaker than LS14. Especially if I make that scope with offset holosight and you add more ammo types, it will have too many advantages over the regular energy weapons.

It's likely that the remaining ammo types would be dropped to avoid overpowering the weapon, but when the scope is available, I would agree with your point. Otherwise the R9 is still a weapon lacking a scope, which is more than enough reason for a lot of people to use the LS-14.

I'll agree the double zoom stages makes it smoother, and better though.

Having to go through the whole ordeal of switching the ammo type on the R9 to freeze, and then to lasor is a bit annoying. Could you make it so there is a 2 or so second delay between the press and reload, so you didn't have to cycle through freeze to get to lazer, you could go straight to it? If not, maybe one of those techwrench scroll things!

Is that the same kind of scroll that works with the target designator? because that's quite good for multiple choice selection.
