There primarilly were problems with UnWheel physics. Even though with my fixes from NitroVehicles, the experience was much better, but still not enough I'd say. Also many models would need fixing.
Lastly I don't have time for this right now or anytime soon, unfortunately.

We already tried running UnWheel in the past on server#2. It was empty 95% of the time, since #1 race players didnt want to play a proper racing mod for UT2004.

The real reasons UnWheel failed:
1) Bad physics (Solved via subbing scorps in over their vehicles)
2) Per-map playercount limits
3) Failed redirection
At a later date, UnWheel could be made to work in some way.
